摘要
在《中华人民共和国无障碍环境建设法》全面施行之下,对中外政府数据开放平台无障碍环境建设进行比较,旨在为我国政府数据开放平台无障碍环境建设提供参考,促进政府数据开放环境下的数字包容。利用网络调查法与比较分析法,依据法律要求,从标准规范、信息服务、建设评估3个主要方面对国内外政府数据开放平台进行分析。同国外相比,我国政府数据开放平台存在诸多不足。为遵循法律规定,提高无障碍环境建设水平,未来应明确建设要求,统一标准规范;创新服务内容,扩展服务类型;加强建设评估,及时更新维护。
Under the full implementation of the Law on the Construction of Barrier-Free Environments of the People’s Republic of China,this study compares the barrier-free environment construction of open government data platforms in China and other countries.The aim is to provide a reference for the barrier-free environment construction of China’s open government data platforms,thereby promoting digital inclusion in the context of open government data.Using network survey and comparative analysis methods,this paper examines domestic and international open government data platforms in terms of standards,services,and evaluations based on legal requirements.Compared to international practices,there are many shortcomings in China’s open government data platforms.To comply with the law and improve the level of barrier-free environment construction,future efforts should clarify construction requirements and unify standards;innovate service content and expand service types;strengthen construction assessment and ensure timely updates and maintenance.
