摘要
研究旨在优化并构建一个适用于PPP项目污水厂的绩效考核评估指标体系。从项目实施、成果产出和协作关系3个角度构建了绩效考核指标体系。运用层次分析法计算指标权重,并采用模糊综合评价法对实际项目进行评估。评估结果显示,案例项目在运营质量、运营效率和运营效果等关键指标方面的表现良好,但项目建设评估方面存在不足。项目综合评分在90%以上,证实了该评价体系的实用性和有效性。
The aim is to optimize and construct a performance evaluation index system suitable for PPP wastewater treatment plant project.The performance appraisal index system is constructed from three aspects:project implementation,achievement output and cooperation relationship.AHP is used to calculate the index weight,and fuzzy comprehensive evaluation method is used to evaluate the actual project.The evaluation results show that the case projects perform well in key indicators such as operational quality,operational efficiency and operational effectiveness,but there are shortcomings in project construction evaluation.The comprehensive score of the project is more than 90%,which proves the practicability and effectiveness of the evaluation system.
