摘要
【目的】了解贵州省水利系统法治政府能力,分析在依法治国形势下开展水利法治工作的意义及重要性。【方法】通过调查贵州水利法治能力现状,总结存在的问题,提出5个方面提升水利法治能力的措施。【结果】在省级层面上提出了拟从水行政执法基础设备配置、组建专业化水利执法队伍、水利系统人员法治思维能力提升、水利执法综合信息平台搭建及组织保障和落实机制这5个方面,推进水利依法行政,让水利工作步入法治轨道。【结论】贵州省应深入推进水利部门法治政府建设,积极践行依法治水与可持续发展治水思路。
【Objective】Understanding the capacity of the government governed by law in Guizhou water resources system, and analyzing the significance and importance of carrying out the work of rule of law in water resources under the situation of governing the country by law【. Method】According to the investigation and the summary on the status quo, this paper put forward five aspects of water administrative in order to promote law and order of water conservancy.【Result】At the provincial level,five suggestions were proposed that were purchasing reasonable equipment configuration, building specialized water conservancy law enforcement team, constructing comprehensive information platform and organizing guarantee and implementation mechanism, in order to propel water conservancy work that can enter the rule of law track and save people out of poverty.【Conclusion】Guizhou province should further promote the construction of the government governed by law in the water sector and actively implement the ideas of water control according to law and sustainable development.
