摘要
京津冀一体化协同发展战略实施以来,致力于通过推动绿色低碳发展以改善生态环境质量。基于2010-2021年京津冀13个城市面板数据,运用SBM方向性距离函数和Tobit模型对京津冀城市群碳排放效率以及影响因素进行测度与分析。研究发现,样本期间京津冀地区碳排放效率并未达到理想水平,且存在明显的多极分化现象。北京的碳减排效果最好,处于生产前沿附近;天津市与河北省各市碳排放效率总体呈现出相似的下降趋势,且与北京之间的效率差距逐年拉大。Tobit模型结果显示区域内工业集聚、产业结构高级化、贸易开放对碳排放效率具有显著促进作用,而FDI规模、科技创新水平、城市化率的提高则会抑制碳排放效率。
Since the implementation of the Beijing-Tianjin-Hebei integrated coordinated development strategy,the city has been committed to improving the quality of the ecological environment by promoting green and low carbon development.Based on panel data of 13 cities in Beijing-Tianjin-Hebei from 2010 to 2021,the SBM directional distance function and Tobit model are used to measure and analyze the carbon emission efficiency and influencing factors of the Beijing-Tianjin-Hebei urban agglomeration.The study found that the carbon emission efficiency of the Beijing-Tianjin-Hebei region did not reach the ideal level during the sample period,and there were obvious multi-polar differentiation phenomena.Beijing has the best carbon emission reduction effect and is near the forefront of production;the carbon emission efficiency of Tianjin and other cities in Hebei Province showed a similar downward trend,and the efficiency gap between Tianjin and Beijing widened year by year.Tobit model results show that industrial agglomeration,upgrading industrial structure,and trade openness within the region can significantly promote carbon emission efficiency,while increases in FDI scale,scientific and technological innovation level,and urbanization rate will inhibit carbon emission efficiency.
