摘要
残疾人高质量就业是发展残疾人事业的重要举措。新时代如何有效构建残疾人高质量就业支持机制,是残疾人事业发展的重要议题。本研究通过对深圳市L区残疾人服务项目站点的调研,发现该区通过能力识别、平台打造以及榜样引领的服务路径,打造出以“点对点连线”、“线对线帮扶”和“面对面融合”的残疾人高质量就业支持机制,但就业支持服务的开展当中仍存在就业观念固化、就业支持体系供需失衡、就业政策宣传与落实不到位等问题。生态增能的服务视角将个人的发展与社会环境联系在一起,关注个体的能力建设,并从社会层面出发整合资源、消除障碍。未来残疾人高质量就业支持机制的建构要点在于:以内生动力为驱动,构建个性化的就业服务体系;以多元协作为引擎,完善残疾人就业支持网络;以政策引领为核心,扩大就业支持性投入。
How to effectively build a supportive mechanism for high-quality disability employment,an important measure for the development of the cause of persons with disabilities in the new era,has become a key issue for the development of the cause.We investigated the employment service sites for persons with disabilities in L District of Shenzhen,and found that the district has created a highquality employment supportive mechanism for persons with disabilities characterized by"point-to-point connection","line-to-line assistance",and"face-to-face inclusion"through the service path of individual ability identification,employment platform building,and role model guidance.However,there are still some problems in the delivery of employment support services,such as the deviation of employment concepts,supply-demand imbalance in the employment support system,and insufficient publicity and implementation of employment policies.The service perspective of ecological empowerment links personal development with the social environment with the focus on individual capacity building,integrating resources and eliminating barriers at the societal level.The key points of constructing a high-quality employment support mechanism for persons with disabilities in the future are as follows:constructing a personalized employment service system driven by endogenous motivation,improving the employment support network with multi-party collaboration as the driving force,and increasing employment supportive investment with policy guidance as the core.
