AIGC赋能“情指行”一体化的技术逻辑与风险规制

摘要当前,“情指行”一体化在情报环节信息化建设、指挥系统数智化程度、行动环节效率方面存在困境。AIGC作为信息时代下的新兴产物,能够从情报环节、指挥环节以及行动环节助力公安机关破解“情指行”一体化过程中的现实困境。AIGC赋能“情指行”一体化是在技术逻辑之上实现的,其可以在情报环节提升情报信息质量、推动情报分析智能化以及保障情报信息标准化,能够提升指挥环节的决策能力、预测预警能力以及扁平可视化程度,也可以在行动环节提升民警专业素质和现场处置效率。在AIGC赋能“情指行”一体化过程中,存在过度依赖、算力不足、数据泄露以及责任模糊等潜在风险,需要明确AIGC辅助角色、突破算力瓶颈、织密数据安全保护网以及厘清责任边界等相对应的措施规制。 Currently,the integrated mechanism of intelligence,command and action faces difficulties in intelligence informatization construction,the digital-intelligence level of the command system,and operation efficiency.As a new product in the information age,Artificial Intelligence Generated Content(AIGC)can assist public security organs in solving the difficulties in integrated mechanism of intelligence,command and action from the aspects of intelligence,command,and operation.The empowerment of AIGC to the integrated mechanism of intelligence,command and operation is realized based on technological logic.In the intelligence part,it improves the quality of intelligence information,promotes the intelligence analysis to be more intelligent,and ensures the standardization of intelligence information;in the command part,it enhances decision-making ability,prediction and early-warning ability,and the degree of flat-visualization;in the operation part,it improves the professional quality of police officers and the efficiency of on-site handling.In the process of AIGC empowering the integrated mechanism of intelligence,command and action,there are potential risks such as over-reliance,insufficient computing power,data leakage,and ambiguous responsibilities.Corresponding measures such as clarifying the auxiliary role of AIGC,breaking through the computing power bottleneck,tightening the data security protection network,and clarifying the responsibility boundaries are required for regulation.
