摘要
“完善推进高质量共建‘一带一路’机制”是中共二十届三中全会作出的重要部署。共建“一带一路”倡议10多年的实践创新为发展新质生产力营造了良好的国际环境,包括通过新的全球化路径推动全球资源向新质生产力发展流动,推动建设新的国际合作模式与新的经济治理体系,发展与新质生产力发展相适应的生产关系,倡议所践行的“新义利观”通过深化国际合作的顶层设计为培育和发展新质生产力提供了新的思想基础。反过来,新质生产力的发展也可助力共建“一带一路”实现高质量发展的新目标和新要求,在完善推进高质量共建“一带一路”机制中发挥重要作用。新质生产力的创新特质、新产业体系载体、绿色低碳底色和新的生产关系等要素,将推进共建机制完善和制度变革,助力共建“一带一路”的高质量发展。根据习近平经济思想中关于共建“一带一路”的理论成果指引,今后应深化共建“一带一路”人文交流,弘扬人类命运共同体理念;优化共建“一带一路”循环路径,激发新发展格局动力机制;巩固共建“一带一路”合作基础,构筑新型国家利益共享机制;健全共建“一带一路”保障体系,强化政治互信、政策协调与法律保护等四个方面重点发力,以新质生产力完善推进高质量共建“一带一路”机制。
“Improving and promoting the high-quality mechanism of jointly building the Belt and Road Intiative(BRI)”is an important deployment made during the Third Plenary Session of the 20th CPC Central Committee.The practice and innovation of jointly building the BRI for more than 10 years has created a good international environment for the development of new quality productive forces,including promoting the flow of global resources to new quality productive forces through a new globalization path,the construction of new international cooperation models,and new economic governance systems to develop production relations compatible with the development of new quality productive forces.The“new righteousness and benefit concept”practiced by the initiative has provided a new ideological basis for cultivating and developing new quality productive forces through deepening the top-level design of international cooperation.Now,the development of new quality productive forces can also help to jointly build the BRI to achieve new goals and new requirements for high-quality development,and play an important role in improving and promoting the mechanism of high-quality joint construction of the BRI.The innovative characteristics of the new quality productive forces,the carrier of the new industrial system,the green low-carbon background,and the new production relations will promote the improvement of the joint construction mechanism and institutional reform,and help to jointly build the high-quality development of the BRI.Guided by the theoretical achievements of Xi Jinping Thought on Economy on the joint construction of the BRI,we should deepen cultural exchangesand promote the concept of a community with a shared future for mankind in the future,optimize the circular path and stimulate the dynamic mechanism of the new development pattern,consolidate the cooperation foundation,and build a new national interest sharing mechanism.We will improve the security system for jointly building the BRI,strengthen political mutual trust,policy coordinationand legal protection,and improve and promote the high-quality BRI mechanism with new quality productive forces.
