摘要
[研究目的]评估国家自主创新示范区对地区创新能力的实际影响,特别聚焦于专利授权数量的变化。通过对2009—2023年间中国31个省份的面板数据进行分析,验证国家自主创新示范区在提升区域创新能力方面的具体效果,并探讨政策实施的地区差异和时间演变特征。[研究方法]采用双重差分法,通过设置已建立和未建立国家自主创新示范区的省份作为处理组和对照组,结合地区生产总值、研发经费投入强度、高等教育人口比例等控制变量,对国家自主创新示范区政策的因果效应进行量化评估。同时,运用交互项分析和分组回归等方法,探究政策效应的异质性和动态变化。[研究结论]实证结果表明:国家自主创新示范区的建设显著促进了地区专利授权数量的提升;政策效应呈现地区异质性,经济发达省份获得了更显著的创新能力提升。建议继续推进国家自主创新示范区建设;加大对欠发达地区的创新资源投入;深化示范区体制机制改革,持续优化创新环境。
[Research purpose]It aims to assess the actual impact of National Independent Innovation Demonstration Area(NIIDA)on regional innovation capabilities,with a particular focus on changes in the number of patent authorizations.By analyzing panel data from 31 provinces in China from 2009 to 2023,we validate the specific effects of NIIDA in enhancing regional innovation capacity and explore the regional differences and temporal evolution characteristics of policy implementation.[Research method]Utilizing the difference-in-differences(DID)method,we set the provinces with and without established NIIDA as the treatment and control groups,respectively.We incorporate control variables such as regional GDP,R&D expenditure intensity,and the proportion of higher education population to quantitatively evaluate the causal effect of NIIDA policy.Additionally,interaction term analysis and subgroup regression methods are used to investigate the heterogeneity and dynamic changes of the policy effect.[Research conclusion]The empirical results show that the establishment of NIIDA significantly promotes the increase in the number of regional patent authorizations;the policy effect exhibits regional heterogeneity,with economically developed provinces experiencing more significant improvements in innovation capability.This paper suggests that we should continue to promote the construction of NIIDA,increasing the investment in innovation resources in underdeveloped regions,and deepening the reform of the institutional mechanisms of demonstration zones to continuously optimize the innovation enivronment.
