健康中国视域下乡村医疗服务数字化发展研究

摘要乡村医疗服务数字化是夯实乡村振兴基础、促进数字乡村发展、实现健康中国战略目标的重要抓手。人民健康是健康中国的应有之义,农民健康是人民健康的重要组成部分。为满足农村日益增长的多层次、多样化健康服务需求,乡村医疗服务数字化具有可及性、可供性、可得性三大优势,同时面临着数字基础差、数字建设短板、数字监管难题及数字意愿被动等现实问题。为加快乡村医疗服务数字化建设,应夯实数字化基础设施,促进医疗服务与数字技术深度融合;统一乡村医疗服务数据标准,构建医疗服务公共数据库;强化数字立法保护,积极构建乡村智慧化监管体系;加强农村群众数字培训,提高医疗服务数字化应用意识,旨在充分利用数字赋能,切实提高乡村医疗服务数字化水平,扎实推进乡村振兴。 The digitization of rural medical services is an important means to solidify the foundation of rural revitalization,promote the development of digital rural areas,and achieve the strategic goal of a healthy China.The health of the people is an important part of a healthy China,and the health of farmers is an important extension of people′s health.To meet the growing multi-level and diversified health service needs in rural areas,digitalization of rural medical services has three major advantages:reachability,availability,and accessibility.At the same time,there are practical problems such as poor digital foundation,weak digital construction,difficulties in digital supervision,and passive digital willingness.To accelerate the digital construction of rural medical services,it is necessary to strengthen the digital infrastructure and promote the deep integration of medical services and digital technology,to unify the data standards for rural medical services and build a public database for medical services,to strengthen digital legislative protection and actively build a smart rural supervision system,to strengthen digital training for rural residents and enhance their awareness of digital application of medical services,so as to utilize digital empowerment fully,improve the digital level of rural medical services effectively,and promote rural revitalization solidly.
