摘要
如何在中国基层生活的社会情境中理解社区媒介?本研究强调社区媒介研究的本土经验性,通过对某地纸质社区媒介的田野调查,发现其新闻采编、经营发行和组织架构均一定程度上嵌入了行政体系,社区媒介所承载的公共参与经过行政规则的把关,是“行政吸纳公共参与”模式。受此影响,该《社区报》的社会功能是“非对称”的,在行政一端起到树立典型、提供媒介内容以及行政考核等功能,而公共性体现不足。本研究在经验层面关注到社区生活中的中心化媒介,与既有文献共同描绘了社区生活中的完整媒介图景;在理论层面扎根中国基层社会情境,创新性地提出“行政吸纳公共参与”“拟态公共参与”“行政媒介化”等概念,有助于理解中国县级融媒体等各类基层媒体机构,以此贡献于新闻传播学的自主知识体系建设。
Community media in China,particularly at the grassroots level,should be interpreted through its deep integration into the administrative system.A field study of paper-based community media reveals that its news gathering,editorial practices,distribution,and organizational structure are closely tied to administrative regulations,resulting in what can be termed the"administrative absorption of public participation"This means that public participation is largely filtered through the lens of administrative oversight.As a result,the social function of community newspapers is asymmetric;they primarily serve administrative purposes such as setting examples,providing content,and meeting evaluation criteria,with limited actual public engagement.Empirically,this study emphasizes the centralized role of media in grassroots community life,complementing existing literature by providing a more comprehensive understanding of the media landscape in China.Theoretically,it is rooted in the specific social context of grassroots China,introducing innovative concepts such as the"administrative absorption of public participation,simulated public participation,and administrative mediation.These insights contribute to the development of an indigenous knowledge system in journalism and communication studies within the Chinesecontext.
