碳中和目标下长三角城市群碳收支时空分异与碳补偿量化研究 被引量:1

Quantifying spatial and temporal divergence of carbon balance and carbon offset in the Yangtze River Delta Urban Agglomeration under the carbon neutrality coal

摘要 碳补偿是促进区域低碳转型、实现碳中和目标的有效手段。在核算长三角城市群碳吸收量和碳补偿量的基础上分析其时空演化特征,并通过核算碳补偿金额、生态承载系数与经济贡献系数识别支付区与受偿区以及相关功能区,制定科学合理的空间补偿方案。结果表明在2009—2019年:(1)研究区域碳排放量阶段式增长,增量波动较大,呈“增—缓—增”的势态,空间上以沿江高值区城市为中轴,向南北两区削弱;(2)研究区域碳吸收量以2亿吨为平衡点上下浮动,呈增速缓慢、增量较少、整体稳定态势,空间上表现为明显的“外围—中心”特征;(3)支付区和受偿区在城市数量、补偿金额方面不够协调,补偿金额压力较大。因此,需要做好总体谋划,强化顶层设计,控制能源消耗,丰富补偿方式,拓宽补偿渠道。 Carbon offsetting is an effective means to promote the low-carbon transformation of a region and achieve carbon neutrality goals.Based on the calculation of carbon absorption and offset in the Yangtze River Delta urban agglomeration,the temporal and spatial evolution characteristics were analyzed,and the payment area,compensation area and related functional area were identified through the calculation of carbon compensation amount,ecological carrying coefficient and economic contribution coefficient,and a scientific and reasonable spatial compensation scheme was formulated.The results showed that from 2009 to 2019:(1)The carbon emissions in the study area showed a phased increase with significant fluctuations,presenting a pattern of"increase,slow growth,increase."Spatially,the high-value urban areas along the Yangtze River serve as the axis,with weakening trends in the northern and southern regions.(2)Carbon absorption in the study area fluctuates above and below the balance point of 200 million tons,with a slow growth rate,minimal increment,and overall stability.Spatially,it exhibited a distinct"periphery to center"characteristic.(3)Payment and compensation areas lack coordination in terms of the number of urban areas and compensation amounts,leading to significant pressure on compensation amounts.Therefore,it is crucial to conduct comprehensive planning,strengthen top-level design,control energy consumption,diversify compensation methods,and broaden compensation channels.
