摘要
合理布局流通节点城市,构建高效协同的城市流通网络,对于推动我国区域协调发展至关重要。基于2009-2020年287个地级市面板数据,以2015年颁布的“全国流通节点城市布局规划”为准自然实验,运用双重差分法实证检验城市流通网络建设对区域协调发展的影响。研究发现,流通节点城市布局政策能够显著提升区域内的协调发展程度,而国家级流通节点城市的政策效果占主导地位。机制检验表明,布局政策能够通过弱化商品贸易壁垒、提升物流效率、加速要素自由流动以及深化国内分工协作,间接促进区域协调发展。进一步分析发现:布局政策对区域协调发展的促进作用在东部、非资源型、营商环境好以及省际贸易结构平衡型的城市表现得更为明显;数字化基础条件能够正向调节流通节点城市布局政策效果;随着区域协调发展程度的提升,流通节点城市布局的政策边际效应将持续增强。研究结论有助于从国土空间治理视角拓展对现代流通体系建设的认识,并为弥合区域经济差距、推动高质量发展提供政策参考价值。
The rational distribution of circulation node cities and the construction of efficient and coordinated urban circulation networks are vital in promoting coordinated regional development in China.The study employs panel data for 287 prefecture-level cities from 2009 to 2020 and uses the"National circulation node city layout planning"promulgated in 2015 as a natural experiment to empirically test the impact of urban circulation network construction on regional coordinated development using the difference-in-differences method.The results show that the distribution policy of circulation node cities can significantly improve the level of coordinated regional development,and the policy effect of national circulation node cities is dominant.The mechanism test shows that layout policy can indirectly promote regional coordinated development by weakening commodity trade barriers,improving logistics efficiency,accelerating the free flow of factors,and deepening the domestic division of labor.Further analysis shows that the positive impact of layout policy on regional coordinated development is more obvious in the eastern,non-resource-based,good business environment and balanced inter-provincial trade structure cities.The digital basic conditions can positively impact the effect of circulation node city policy.With improved regional coordinated development,the marginal policy effect of the circulation node city layout will continue to increase.The conclusions of this study can extend our understanding of modern circulation-system construction in terms of territorial spatial governance and serve as a reference point for policy to bridge regional economic gaps and promote high-quality development.
