摘要
合规管理是国有企业依法治企的内在需要,也是实现高质量发展的重要保障。文章通过对比分析,指出与国有企业传统法律顾问服务相比,合规法律服务具有主动性、综合性、协调性、长远性等特征,提出开展合规法律服务,要以改善国有企业经营管理为目标,循序渐进,在掌握企业合规现状的基础上推动建设合规制度体系,开展合规专项审查,培育企业合规文化,持续完善合规管理体制机制,积极寻求合规管理与商业盈利的平衡。
Compliance management is an inherent requirement for state-owned enterprises to govern enterprises in accordance with the law,and it is also an important guarantee for achieving high-quality development.Through comparative analysis,the article points out that compared with traditional legal advisory services for state-owned enterprises,compliance legal services have the characteristics of proactivi ty,comprehensiveness,coordination,and long-term effectiveness.It is proposed that carrying out compliance legal services should aim to improve the operation and management of state-owned enterprises,gradually promote the construction of a compliance system,conduct compliance special reviews,cultivate a corporate compliance culture,continuously improve the compliance management system and mecha nism,and actively seek a balance between compliance management and commercial profitability.
