摘要
由于多年沉淀和机构改革,规划资源部门面临着数据资源分散、信息系统破碎、业务流程独立等问题。在数字化转型背景下,上海市规划资源部门率先做出响应,积极探索以数据治理解决业务系统问题。运用空间信息技术、大数据挖掘分析等技术手段,进行核心业务数据梳理、流程再造、系统整合,通过建立数据标准体系、统一数据资源底座、赋能数据业务应用,实现了“一套数据、一个平台、一张蓝图”。该探索工作深化了数据治理理论研究,打破了数据壁垒,贯通了业务信息流,提升了数据资产价值,为数字化城市建设提供了实践经验。
Due to years of precipitation and institutional reform,the planning and resource department is faced with problems such as dispersed data resource,fragmented information system and independent business processes.In the context of digital transformation,Shanghai Planning and Resource Management Department took the lead in responding,and actively explored data governance to solve business system problems.By utilizing spatial information technology,big data mining and analysis,we sorted out the core business data,reinvented the process,and integrated the system.By establishing data standard system,unifying data resource base,and empowering data business applications,we achieved“one set of data,one platform and one blueprint”.This exploration work deepens the theoretical research of data governance,breaks the data barrier,penetrates the business information flow,enhances the value of data assets,and provides practical experience for the construction of digital city.
