摘要
创意人才集聚与创意产业创新发展关系密切。以中国27个创新城市为样本,采用三阶段DEA-Tobit方法,对创意人才集聚与创意产业创新效率两者之间的现实表现和内在关系展开探讨研究。结果显示,创意产业在样本城市具有优良的技术运行效率,但规模效率无效导致创新效率未能达到综合技术有效。从集聚规模、集聚强度、集聚均衡度三个方面考察,发现创意人才的集聚规模和集聚强度对创意产业的创新效率具有正向作用,其“三层次”的离散分布态势与创意产业创新效率的城市表现大体一致;但人才的集聚均衡度与产业创新效率呈负相关,表明创意人才在样本城市内部的空间垄断越强,越不利于创意产业创新效率的整体提升。据此,从壮大创意人才规模、改善人才城际流动、提升创意产业规模效率三方面提出优化建议。
The agglomeration of creative talents closely related to the development of industrial innovation.Taking 27 innovative cities in China as samples,this paper adopts the three-stage DEA-Tobit method to explore the realistic performance and internal relationship between the agglomeration of creative talents and the innovation efficiency of creative industries.The results show that the creative industries in the sample cities have excellent technical operation efficiency,but the inefficient scale leads to the failure of the innovation efficiency to achieve comprehensive effectiveness.From the three aspects of agglomeration scale,agglomeration intensity and agglomeration equilibrium,it is found that the agglomeration scale and intensity of creative talents have a positive effect on the innovation efficiency of creative industries.Their“three-level”discrete distribution trend is generally consistent with the urban performance of industrial innovation efficiency.However,the agglomeration equilibrium of talents is negatively correlated with the innovation efficiency of creative industries,indicating that the stronger the spatial monopoly of creative talents in the sample cities,the more unfavorable it is to the overall improvement of the innovation efficiency of creative industries.Based on this,the paper puts forward some suggestions from three aspects,including expanding the scale of creative talents,guiding the optimization of inter-city flow of talents,and improving the scale efficiency of creative industries.
