摘要
《中华人民共和国档案法实施条例》的颁布实施为新时期档案局馆协同发展指明了方向。分析了档案局馆协同发展面临的内外部挑战,阐述了协同发展的必要性。在梳理该条例主要内容的基础上,探讨其在明确档案工作体制、界定档案局馆职责、规范档案管理行为等方面对档案局馆协同模式构建的影响。档案局馆协同发展应以贯彻落实该条例为契机,从理顺体制机制、建立健全制度规范、推进数字化建设、加强队伍建设等维度入手,构建党委领导、档案局统筹、档案馆配合的常态化协同机制,推动形成依法依规、优势互补、资源共享的协同发展新局面,不断开创档案事业发展新格局。
The promulgation and implementation of the Implementation Regulations of the Archives Law of the People's Republic of China has pointed out the direction for the coordinated development of archives bureaus and archives in the new era.This article analyzes the internal and external challenges faced by the collaborative development of archives bureaus and archives,and elaborates on the necessity of collaborative development.On the basis of sorting out the main content of the regulations,this study introduces the impact of the regulations on the construction of the collaborative mode of archives management in clarifying the archive work system,defining the responsibilities of archives bureaus and archives,and standardizing archive management behavior.Then,it proposes that the collaborative development of archives bureaus and archives should take the implementation of the regulations as an opportunity,starting from the dimensions of streamlining institutional mechanisms,establishing sound institutional norms,promoting digital construction,and strengthening team building,to establish a normalized collaborative mechanism with the leadership of the Party Committee,the coordination and cooperation of archives bureaus and archives.This will promote the formation of a new situation of collaborative development in accordance with laws and regulations,complementary advantages,and resource sharing,and continuously create new prospects for the development of archives.
