摘要
针对当前自然资源执法监察工作面临的管理和监察难题,本文根据省级自然资源执法监察管理的实际需求,以“天上看、地上查、网上管”为指导思想,利用GIS、RS、GPS、云计算以及移动互联等先进技术,基于微服务技术框架,构建省—市—县—所四级自然资源执法监察一体化管理体系,搭建自然资源执法监察平台,实现PC端自然资源执法监察指挥管理和移动端自然资源移动执法巡查管理,凸显科技执法水平,有效提升自然资源保障与监管能力,解决执法难题。
In view of the current management and supervision problems encountered by the law enforcement and supervision of natural resources,according to the actual requirements of provincial natural resources law enforcement and supervision,this paper takes"sky observation,ground investigation and online management"as the guiding ideology,utilizes GIS,RS,GPS,cloud computing and mobile internet and other advanced technologies,based on the micro-service technical framework,builds and integration management system of natural resources law enforcement and supervision at province,city,county and section levels,establishes the platform of natural resources law enforcement and supervision,realizes the natural resources law enforcement and supervision management on personal computer and natural resources law enforcement patrolling management on mobile phone,which highlights law enforcement level of science and technology,enhances the natural resource protection and regulation ability and solves the law enforcement problems.
