摘要
随着国土调查进入后“三调”时期,围绕土地利用现状的变更调查与监测变得更加趋于常态化、多元化,同时也与土地管理和土地执法结合得更紧密。本文将立足浦东新区的土地利用现状,从管理与执法两个维度发现存在的薄弱环节,展开协同工作机制的梳理和探讨,并利用信息化手段优化工作平台、推动协同工作机制的实现,从而逐步解决国土变更调查与监测过程中发现的各类问题。
After the third National Land Survey,change investigation and monitoring around the current situation of land use have become more normal and diversified,and it is also more closely integrated with land management and land law enforcement.This paper will base on the current situation of land use in Pudong New Area,find the weak link from the two dimensions of management and law enforcement,sort out and discuss the collaborative working mechanism,use information technology to optimize the work platform and promote the realization of collaborative work mechanism,as to solve all kinds of problems found in the process of land change survey and monitoring gradually at the same time.
