Basic Connotation,Generating Logic and Realization Path of Modernizing China's National Security System and Capacity

摘要国家安全体系和能力现代化是为了维护和塑造国家安全,持续健全国家安全体系和增强国家安全能力,从而使国家安全体系和能力适应新时代新要求的过程。国家安全体系和能力现代化是立足中华民族伟大复兴战略全局和世界百年未有之大变局而提出,其遵循的基本理念是总体国家安全观和共同、综合、合作、可持续的安全观,政治原则是坚持党对国家安全工作的领导和坚持以人民安全为宗旨,理论基础是总体国家安全观和国家安全学理论,目标导向是建设更高水平的平安中国、实现中华民族伟大复兴、以新安全格局保障新发展格局、保障和全面建设社会主义现代化国家以及推动构建人类安全共同体。因此,推进国家安全体系和能力现代化是中国式现代化和新时代国家安全工作的重点任务。国家安全体系和能力现代化的推进路径包括强化全局性谋划和整体性推进、加强统筹协调和高效协同、突出实战实用实效导向、强化国家安全法治建设、注重科技赋能国家安全、夯实国家安全基层基础以及重视国家安全主动塑造和韧性提升。 Modernizing the national security system and capacity is the process of upholding national security and creating the conditions for ensuring it,as well as continuously improving the national security system and enhancing the national security capacity so as to make the national security system and capacity adapt to the new requirements in the new era.Modernizing China's national security system and capacity is proposed in the context of pursuing a strategy of national rejuvenation amid global changes of a magnitude not seen in a century.It conforms to the fundamental concepts of a holistic approach to national security and the vision of common,comprehensive,cooperative and sustainable security.Its political principle is to uphold the Party leadership over the national security work and to take the people's security as the ultimate goal.Its theoretical foundations include a holistic approach to national security as well as the theories concerning the national security studies.Its goal is to advance the Peaceful China Initiative to a higher level,realize the rejuvenation of the Chinese nation,safeguard the new development paradigm with new security architecture,ensure and advance the building of a modern socialist country,and build a shared secure future for mankind.So,modernizing the national security system and capacity is a key task for advancing Chinese modernization and the national security work in a new era.The path to modernize the national security system and capacity includes enhancing the overall planning and implementation in an integrated manner,strengthening the overall coordination and efficient collaboration,focusing on real scenarios,practical results,and real benefits,enhancing the rule of law on national security,improving the national security through scientific and technological development,consolidating the public support for national security,as well as giving priority to proactive measures to ensure the national security and improve its resilience.
