摘要
应急管理实践的沃土孕育了应急管理学科的生存和发展。作为公共管理一级学科下的二级学科,应急管理有自身的学科内涵、研究领域和知识课程体系。当下大应急大安全的时代背景,既为应急管理学科提供了进一步发展的空间,也要求应急管理学科与其他应急学科、安全学科共生相济、互补相长,共同构成中国应急管理科学体系。中国应急管理科学体系的发展,需要持续地得到“土圈”应急管理实践的孕育、“光圈”国家安全体系的普照、“气圈”信息技术和人工智能的激活、“水圈”跨学科研究的滋润。
Emergency management practices provide fertile ground for the survival and development of the Emergency Management discipline.As a secondary-level discipline under Public Management,Emergency Management has its own disciplinary connotation,research field,knowledge body,and curriculum system.The“Comprehensive Safety and Emergency Management”framework drives its further advancement and raises new demands for the Emergency Management discipline to complement and collaborate with other related disciplines,thus jointly forming the Chinese emergency management science system.The development of the science system relies on the continuous nurture by the“Earth Layer”of emergency management practices,illumination by the“Light Layer”of the national safety framework,empowerment by the“Atmosphere Layer”of ICTs and AI technologies,as well as the moisture by the“Water Layer”of interdisciplinary collaboration.
