摘要
经济发展的动力系统决定经济能否实现高质量发展以及高质量发展的程度。本文将工业化和城镇化作为经济高质量发展的基础动能、制度改革作为根本动力、供给和需求作为基本动力、数字经济作为新动力,阐述了四个维度的逻辑机理,构建了经济高质量发展的动力系统。通过指标体系对动力系统进行测度,结果发现:我国经济发展的动力系统整体不断优化,但发展程度不高,系统内部表现迥异。城镇化发展、市场化改革、分配制度优化、科技创新、人才供给和数字经济发展是经济高质量发展的强劲动力,工业化后期效应、出口的弱化效应、房地产泡沫和虚拟经济对制造业的挤出效应以及由城乡收入差距引发的有效需求不足等是经济高质量发展的制约因素。
The driving force system of economic development determines whether the economy y can achieve high-quality development and the degree of high-quality development.This paper takes industrialization and urbanization as the basal driving force of economic development,institutional reform as the fundamental driving force,supply and demand as the basic driving force,and digital economy as the new driving force.It expounds the logic mechanism of the above four dimensions and constructs a driving force system for high-quality economic development.By measuring the driving force system through the indicator system,it is found that the driving force system of China's economic development has been continuously optimized,but it is still at a low level,with significant differences within the system.Urbanization,market-oriented reform,optimization of the distribution system,technological innovation,talent supply and development of digital economy are the strong driving forces for high-quality economic development.The late-stage effect of industrialization,the weakening effect of exports,the crowding out effect of real estate and virtual economy on manufacturing,and the insufficient demand caused by the urban-rural income gap are the restrictive factors for high-quality economic development.
