摘要
面对规模庞大且增长快速的老年群体,老年教育的高质量发展具有十分重要的意义。文章基于北京老年教育的整体情况,从要素联动视角切入,分析新时代老年教育发展趋势与特征,审视发展存在的主要问题,以高质量发展为目标,构建老年教育高质量发展的要素联动模式及其实施路径。选取目标定位、师资课程、学生发展、成果评价、品牌项目、体系宣传、科研交流七个要素联动模式的核心要素,明确要素运行机制。以北京为例,提出“注重引领,明确目标定位;建立结构,架构课程体系;加强规范,提升服务效能;树立品牌,丰富教学形式;汇聚良师,打造教师队伍;破除固化,建构学习成果认定体系;联动体系,提升整体宣传水平;科学发展,搭建科研交流平台”八个方面的具体实施路径和策略。
In the face of a large and rapidly growing elderly population,the high-quality development of elderly education is of great significance.Based on the overall situation of the elderly education in Beijing,this paper starts from the perspective of element linkage,analyzes the development trends and characteristics of elderly education in the new era,examines the main problems existing in the development,sets out aims for high-quality development,and constructs an element linkage model and its implementation path for the high-quality development of elderly education.Seven elements including target positioning,teachers and courses,learner development,achievement evaluation,brand projects,system promotion,and scientific research are selected as the core elements of the linkage model,and the operating mechanism of the elements are also clarified.Illustrated by the case of Beijing,this paper proposes eight specific implementation paths or strategies:emphasizing leadership and clarifying target positioning;establishing a structure and curriculum system;strengthening standardization and improving service efficiency;establishing a brand and enriching teaching forms;selecting good teachers to build a teaching team;breaking through rigidity and constructing a learning achievement recognition system;linking the system to improve the level of publicity;advancing scientific development and building a platform for scientific research exchange.
