摘要
以县域为关键切入点推进城乡融合发展,是新时代破解“三农”问题、推进乡村振兴、实现共同富裕的重要战略安排和方法举措,与“作为方法”的研究范式具有高度的契合性。将县域作为城乡融合的重要载体,既是乡村研究传统“向上提升”与城市研究传统“重心下沉”的逻辑使然,亦是其经济上的基础性、政治上的自主性、社会上的连通性、文化上的共通性等独特优势使然。从“要素-结构-体系”三位一体的内在机理看,县域是城乡要素融合的主阵地,是城乡结构融合的粘合剂,也是城乡体制机制融合的主渠道。针对现实中客观存在的城乡要素融合不顺畅、城乡结构融合不深入、城乡体制机制融合不健全等问题,应畅通资源要素流动自由化,推动城乡要素融合;提升农业产业体系现代化,促进城乡经济融合;推进基本公共服务均等化,加快城乡社会融合;加强新型城镇化与乡村振兴协同化,增进城乡空间融合;健全城乡体制机制一体化,夯实城乡制度融合。进入新发展阶段,必须坚持多措并举,推进县域城乡融合从“理念”转变为“理路”,从“想法”转变为“做法”。
Promoting the integrated development of urban and rural areas with county as a key entry point is an important strategic arrangement and measure to solve issues relating to agriculture,rural areas and farmers,promote rural revitalization,and achieve common prosperity in the new era,which is highly consistent with the research paradigm of“as a method”.Taking county as an important carrier of urban-rural integration is not only due to the logic of the“upward promotion”of the rural research tradition and the“sinking center”of the urban research tradition,but also its unique advantages such as economic foundation,political autonomy,social connectivity and cultural commonality.From the internal mechanism of“element-structure-system”,the county is the main position of the integration of urban and rural elements,the adhesive of the integration of urban and rural structure,and the main channel of the integration of urban and rural institutions and mechanisms.At the same time,in view of the problems that exist objectively in reality,such as the unsmooth integration of urban and rural elements,the insufficient integration of urban and rural structure,and the imperfect integration of urban and rural systems and institutions,we should smooth the liberalization of the flow of resource factors and promote urban-rural elements integration;upgrade the modernization of the agricultural industry system and promote urban-rural economic integration;promote equalization of basic public services and accelerate urban-rural social integration;strengthen the coordination of new urbanization and rural revitalization and enhance urban-rural spatial integration;improve the integration of urban and rural systems and mechanisms and consolidate urban-rural systems integration.Entering the new development stage,we must adhere to multiple measures at the same time,in order to promote the integration of urban and rural areas at the county level from“concept”to“rational road”,from“idea”to“practice”.
