摘要
随着“放管服”政策的不断深化,各级财政部门持续简政放权,高校作为政府采购主要实体单位之一,拥有更大的自主权,高校采购服务的类型和规模不断扩大。如何科学合理地运用新政策,进一步规范高校采购服务行为,是目前亟待解决的问题。从现有问题入手,提出应对策略,提升高校采购服务的质量和效率。
With the continuous deepening of the policy of“decentralization,management and service”,financial departments at all levels continue to simplify administration and delegate power.As one of the main entities of government procurement,colleges and universities have greater independent procurement power;in addition,the type and scale of procurement services continue to expand.How to scientifically and reasonably use the new policy to further standardize the procurement service behaviour of colleges and universities is an urgent problem to be solved.This paper will start with the existing problems and put forward counter measures to finally improve the quality and efficiency of procurement servicein colleges and universities.
