摘要
全面深化改革作为一种新的改革形态,其广度、深度和效能都是前所未有的。这些特征是在实践中形成的。2013年中共十八届三中全会已经初步回答为什么要全面深化改革,什么是全面深化改革,如何全面深化改革的问题。但最终走出一条全面深化改革道路,落实于2014-2023年间的实践探索。这一期间,通过接续完善顶层改革方案和逐步明晰改革推进阶段,进一步回答了什么是全面改革的问题,找到了如何全面改革的路径;通过加强对改革的统筹领导和改革组织方式的创新,进一步回答了什么是深化改革的问题,找到了如何深化改革的路径。全面深化改革既在顶层设计中,也在实践探索中。全面深化改革形态与特征植根于实践,因此推动形成了改革效能与制度优势、制度优势与发展效能、制度优势和治理效能的融合转化,实现了改革效能最大化,全面彰显了“关键一招”的作用。全面深化改革广度、深度和效能,构成全面深化改革的形态和特征,其中蕴含着进一步全面深化改革阶段可以借鉴的丰富启示。
As a new form of reform,the comprehensively deepening reform is unprecedented in terms of its breadth,depth and effectiveness.These characteristics have come into being through the practice of reform since 2014.The Third Plenary Session of the 18th CPC Central Committee in 2013 initially answered the questions of why China needed comprehensively deepening reform,what was comprehensively deepening reform,and how to comprehensively deepen reform.However,a path of comprehensively deepening reform was ultimately explored on the basis of the practice between 2014 and 2023.During this period,by continuous improvement of the top-level reform plan and the gradual clarification of the promotion stages of reform,the question of“what is comprehensive reform”was further answered and the path of comprehensive reform was found.Comprehensively deepening reform exists in not only the top-level design,but also the practical exploration.The form and characteristics of comprehensively deepening reform are rooted in practice,so it promotes the integration and transformation of reform efficiency and institutional advantage,institutional advantage and development efficiency,institutional advantage and governance efficiency,realizes the maximum reform efficiency,and demonstrates the“critical move”of the reform in China s development.The breadth,depth and effectiveness constitute the form and characteristics of comprehensively deepening reform,which provide rich inspirations for the further comprehensively deepening reform.
