摘要
我国现有调查监测工作存在调查部门较分散、概念不统一、内容相互交叉、指标相互矛盾等问题,无法为管理部门提供详实、准确、客观的地理信息数据,难以满足推进国家治理体系和治理能力现代化的迫切要求。从国土空间维度与自然资源维度进行融合调查,达到自然资源调查忠实于自然状态、实事求是地把资源重叠关系描述清楚的目标,实现各类自然资源调查监测数据的相互衔接,形成一种自然资源基础调查与资源专项调查融合统一的调查路线,为自然资源统一调查管理提供参考。
The investigation departments are scattered,the concept is not unified,the contents are cross each other,and the indicators are contra-dictory,which cannot provide the management departments with detailed,accurate and objective geographical information data,and is difficult to meet the urgent requirements to promote the modernization of national governance system and management ability.We proposed that the natural resources survey should be conducted from the dimension of territorial space and natural resource,so as to make the natural resources survey faithful to the state of nature,describe the overlapping relationship of resources in a practical and realistic way,achieve the mutual connection of all kinds of natural resources survey and monitoring data,form a unified investigation route of natural resources basic survey and special survey,and provide reference for the unified survey and management of natural resources.
