农村集体产权改革政策的多维度分析——基于政策一致性指数模型的量化研究

摘要农村集体产权改革是实现乡村振兴战略的基础。研究对2015年以来各地方政府出台的469份改革政策文本进行预处理,分析改革政策在时间、空间和内容多维度上的分布特征,运用政策一致性指标模型,对不同地区改革政策进行分类评价。研究发现,时间维度上,改革政策随着试点批次的变化由政府主导拓展至社会参与,再延伸至市场嵌入。内容维度上,改革政策不断深化实施环境、优化执行路径和细化具体内容。空间维度上,有3份省级和2份地级政策为优秀,东部和西部各有2份政策为优秀,将政策归纳为偏环境型、偏需求型、偏供给型和偏混合型。其中,省级侧重宏观政策实施要求、督促改革过程,地级突出政策支持力度,县级控制改革进程,乡级落实改革内容,但缺乏政策保障和政策激励。改革政策在地方实践中存在空转现象,未来应当在支持力度、资产管护和改革普惠等方面进行强化。 Rural collective property rights reform is the foundation for realizing the rural revitalization strategy.The study preprocesses 469 reform policy texts issued by various local governments since 2015,analyzes the distribution characteristics of reform policies in multiple dimensions of time,space and content,and applies the policy consistency indicator model to classify and evaluate reform policies in different regions.It found that in the time dimension,reform policies expand from government-led to social participation and then to market embeddedness with the change of pilot batches.In the content dimension,the reform policies continue to deepen the implementation environment,optimize the implementation path and refine the specific content.In the spatial dimension,three provincial and two local policies are excellent,and two policies are excellent in the east and west respectively.The policies can be summaried as environment-oriented,demand-oriented,supply-oriented and mixed.Among them,the provincial level focuses on macro-policy implementation requirements and supervision of the reform process,the prefecture level highlights the strength of policy support,the county level controls the reform process,and the township level implements the reform content with few policy protection and policy incentives.There is a phenomenon of idle reform policies in local practice so it should be strengthened in terms of support,asset management and inclusive benefit in the future.
