摘要
儿童健康成长备受社会各界关注,“儿童优先”原则理应被置于各项政策之上。儿童孤独症危害儿童身心健康成长,影响其生活自理能力、社会独立性,关系着家庭的和谐幸福。基于长三角地区分析上海市、江苏省、浙江省及安徽省四省(市)孤独症患儿康复治疗医疗保障与社会救助现状,发现了儿童孤独症康复治疗发展中存在的问题,提出如何加强政策协同以发挥儿童孤独症康复治疗医疗保障与社会救助合力的建议,引导康复诊疗合理高效,减轻患儿家庭的负担。
The healthy growth of children has attracted the attention of all sectors of society,and the principle of“children first”should be placed above all policies.However,childhood autism endangers the healthy growth of children,affects their selfcare ability and social independence,and is related to the harmony and happiness of the family.Based on the Yangtze River Delta region,the current situation of medical security and social assistance in the rehabilitation treatment of autistic children in Shanghai,Jiangsu,Zhejiang and Anhui Provinces was analyzed,and the existing problems in the development of children's rehabilitation treatment for autism were found.It puts forward suggestions on how to strengthen policy coordination to bring into play the combined force of medical insurance and social assistance for children with autism rehabilitation,guide the rehabilitation diagnosis and treatment to be reasonable and efficient,and reduce the burden of the children's families.
