摘要
党管档案工作领导体制是党的领导在档案领域的生动体现,对于推动新时代党管档案工作高质量发展具有重要意义。《档案法实施条例》的出台为践行新时代党管档案工作领导体制指明了前路。文章以《档案法实施条例》为考察中心,运用内容分析法和文本阐释法,在剖释新时代党管档案工作领导体制实践意义导向的基础上,聚焦法治性、全面性和协调性三重向度阐述新时代党管档案工作领导体制的实践要求导向,并从政治引领、机构布局、技术赋能、制度保障四个层面系统探察新时代党管档案工作领导体制的实践策略导向,以期助推新时代党管档案工作领导体制高效落实、助力新时代党管档案工作可持续健康发展。
The leadership system of the CPC in charge of archives is a vivid embodiment of the Party's leadership in the field of archives,which is conducive to the high-quality development of the Party's archives work in the new era.The promulgation of the Regulations for the Implementation of the Archives Law has pointed out the way forward for practicing the CPC leadership system for archival undertakings in the new era.The article takes the Regulations for the Implementation of the Archives Law as the hub of investigation,uses the content analysis method and text interpretation method to explain the practical significance of the CPC leadership system for archival undertakings in the new era,focuses on the rule of law,comprehensiveness,and coordination,and elaborates on the practical requirements of the CPC leadership system for archival undertakings in the new era,and systematically explores the political leadership,institutional layout,technological empowerment,and institutional safeguards in the new era.It also systematically explores the practical strategy orientation of the CPC leadership system for archival undertakings in the new era from the levels of political leadership,institutional layout,technological empowerment and institutional guarantee,with a view to boosting the efficient implementation of the CPC leadership system for archival undertakings in the new era,and facilitating the sustainable and healthy development of CPC leadership system for archival undertakings in the new era.
