摘要
加强地方人大对政府债务的审查监督,是完善政府债务管理机制的重要组成部分。近年来,地方人大初步构建了审查监督政府债务的体制机制,但在债务审查监督的广度、深度、力度等方面仍存在不足。在充分借鉴美国和日本地方立法机构审查监督政府债务经验的基础上,文章从深化预算改革、增强监督力量、防范化解风险、推进风险处置等方面提出具体建议,推动构建防范化解地方政府债务风险的长效机制。
Strengthening the supervision of government debt by local people's congresses is an important component of more effective government debt management.In recent years,local people's congresses have established a system for supervising government debt,but there are still significant shortcomings.Drawing on the experience of local legislatures in the United States and Japan in supervising government debt,this article puts forward specific suggestions,including budget reform and the promotion of risk disposal,in order to support construction of a longterm mechanism for preventing and resolving risk from local government debt.
