摘要
在深化政府采购制度改革和推进大学治理背景下,上海大学锚定采购治理能力建设,描绘大学采购“四色谱系”,设计完备的采购内控制度体系,深化大数据技术应用,多维度防范采购廉政风险,全面提升大学采购能力和治理水平,以期为大学采购规范高效地开展提供一些有益的探索,助力大学治理体系与治理能力建设。
On the background of deepening the national reform of government purchase system and promoting university governance,Shanghai University anchors the construction of procurement governance capacity,describes the"four-color spectrum"of university procurement,designs a complete internal control system of procurement,deeps the application of big data technology,prevents risks of clean procurement in multiple dimensions,and comprehensively improves the university's procurement capacity and governance level.All these measures are put out to provide some effective suggestions and practice experience for universities and colleges during their purchasing,and propel the building of governance system and capability in universities and colleges.
