摘要
人才是科技发展第一资源。为激发和调动科研人员和各类科技人才的积极性,自2012年实施创新驱动发展战略以来,我国各部委出台了系列科技人才政策。文章运用文献计量的方法对国家层面出台的274份主要文件进行系统分析和评价,探索构建由环境建设、人才培养、人才评价、人才管理和服务(人才激励、人才引进、人才流动)等四方面组成的基于科技人才职业生命周期的人才政策的框架体系,为各级政府人才政策的制定提供决策依据。
Talent is the first resource for the development of science and technology.To encourage and motivate the enthusiasm of scientific research personnel and all types of scientific and technological talent,since the 18th CPC National Congress implemented the innovation driven development strategy,China has issued a series of policies for scientific and technological talents.This paper provides a systematic analysis and evaluation of 274 major documents published at the national level by using the method of bibliometrics,and explores the construction of a framework system for talent policies based on the career life cycle of scientific and technological talents,consisting of four aspects:environmental construction,talent cultivation,talent evaluation,talent management and services(talent incentives,talent introduction,talent mobility),providing decision-making basis for the formulation of talent policy of governments at all levels.
