摘要
党的社会工作部及其系统的建立将建设功能整合的社会工作体系的任务提上议事日程。面对以转隶职能部门为基础新组建的党的社会工作系统及其被赋予的统筹指导多种社会工作发展的职责,应该尽快建构起与中国式现代化新发展相适应的结构连接、功能整合的社会工作体系。其基本思路是参照中国式现代化发展的“既有……更有”的逻辑,对党的社会工作诸部门、社会工作部与其他相关政府部门、社会工作专业服务与本土行政社会工作实践进行结合性建构,将制度优势转变为治理效能。
The establishment of the Social Work Department of the Central Committee of the Chinese Communist Party and its system has put the task of building a functionally integrated social work system on the agenda.In response to the Party’s new social work system,which is based on transferred functional branches,and the given responsibility of coordinating and guiding the development of various fields of social work,it is imperative to build a structurally connected and functionally integrated social work system that is compatible with the new development of Chinese modernization.The underlying idea,referring to the logic of“what is already there...and what is more”of Chinese modernization,is to promote the combined construction of the Party’s existed departments related to social work,the Social Work Department and other relevant government departments,as well as social work professional services and local administrative social work practices in attempt to transform institutional advantages into governance effectiveness.
