创新型国家建设目标下的中国人才发展体制:问题与应对

摘要 中国的人才观坚持以马克思主义为指导,强调人才发展与经济社会发展的一致性。新中国成立70余年来,由人才培养和教育机制、人才流动与激励机制、评价与考核机制构成的人才发展体制取得了历史性成就。但在运行过程中仍存在职能配置不科学、沟通不畅、监管错位等问题。引导人才培育、人才流动、人才评价和考核等系列机制不够健全,市场化程度不高,需要根据社会主义发展的新要求进行动态调整。完善人才发展体制是实现人才发展的必要途径。必须在党管人才原则下,深入推进"放管服"改革,优化政府管理方式,处理好政府各职能部门之间、政府与社会各组织以及与创新人才队伍之间的关系,推动人才发展体制由管理走向治理,为完善人才发展体制助力。 China’s talent development follows the guidance of Marxism,highlighting aligning talent development with economic and social development.Over the past 70 years since the founding of the People’s Republic of China,great achievements have been made in China’s talent development system,including mechanisms for talent training and education,mobility and incentive,evaluation and assessment.However,in practice arise some problems,such as unsound allocation of responsibilities,poor communication,and misplaced supervision.The mechanisms for guiding talent cultivation,mobility,evaluation and assessment are yet to be improved.They should be adjusted in accordance with the market and the new requirements of socialist development.Improving the talent development system is imperative for talent development.We must follow the principle of the Party exercising leadership over personnel,advance the reforms to streamline administration and delegate power,improve regulation and upgrade services,optimize the government management method,handle properly the relationships between government’s departments,between government and various social organizations,and with the innovative talent teams,so as to transform talent management to talent governance and improve the talent development system.
