摘要
自奥巴马政府时期推出“亚太再平衡”战略以来,到如今拜登政府的“印太战略”实施,中国一直都是其首要防范对象和战略“指南针”。尽管拜登政府声称,美国印太战略不是中国战略,而是如何维护美国在印太地区利益的地区战略。但是,该战略处处将“防范中国”作为行动指南和指导原则。该战略声称,美国日益聚焦印太地区,重要原因是该地区面临中国日益增长的“挑战”。拜登政府的“印太战略”在承继前任政府的战略目标的同时,也对原先的薄弱部分进行了强化和补充,试图从经济军事、政治等多个维度对中国展开遏制,并呈现出多层次、长期性、效率性的特点。本文认为了解美国“印太战略”对华遏制的角度和措施,对我国在新时代走好中国特色大国外交具有紧追和重要的现实意义。
s:Since the launch of the"Asia-Pacific Rebalancing"strategy during the Obama administration,tillthe implementation of the"Indo-Pacific Strategy"of the Biden administration,China has always been its primary prevention object and strategic"compass".Despite the Biden administration's claims,the US"Indo-Pacific strategy"is not aimedon China,but a regional strategy on how to safeguard US interests in the Indo-Pacific region.However,at every turn,the strategy uses preventing China as a guide and guiding principle for action.The strategy states that an important reason for the increasing focus of the United States on the Indo-Pacific region is that the region faces a growing"challenge"from China.The Biden administration's"Indo-Pacific Strategy"inherits the strategic objectives of the previous administration,but also strengthens and complements the weak parts of the original,trying to contain China from economic,military,political and other dimensions,and presents the multi-level,long-term,and efficientcharacteristics.This paper holds that it is of urgent and important practical significance for China to carry out the major country diplomacy with Chinese characteristics in the new era to understand the anglesand measures of the US"Indo-Pacific Strategy"to contain China.
