摘要
智能革命背景下对技术治理的讨论比以往任何时候都要激烈,其核心焦点围绕在赋能与风险上。在技术治理发展过程中,赋能与风险相互纠缠,达成不同的博弈状态。要超越失控和停滞的技术治理,达成一种均衡的博弈状态,可以回到技术与治理的本源,从正义价值角度分析技术治理。技术的原初是平等的,技术治理可以通过设计满足平等原则,促进社会平等;但技术的不确定性与可塑造性却也使得正义问题更为复杂。技术治理的这种纠缠无法摆脱,也无须摆脱,重点是通过有限制的赋能和“赋值”,将更多的技术治理转化为有效的治理技术。
In the context of the intelligent revolution,the discussion on technology governance is more intense than ever,and its core focus is on empowerment and risk.In the process of technology governance development,empowerment and risks are entangled with each other,forming different game states.In order to transcend the out-of-control and stagnant technology governance and achieve a balanced game state,this research returns to the origin of technology and governance,and analyzes technology governance from the perspective of justice value.Technology is originally equal,and technology governance can meet the principle of equality and promote social equality through design;however,the uncertainty and moldability of technology also make the issue of justice more complicated.There is no way out of this dilemma of technology governance,and it is not necessary to get rid of it.The focus is on transforming more technology governance into effective governance technologies through limited empowerment and“valuation”.
