摘要 高速铁路工程线施工是由线下到线上施工模式的转变,介于新建线与运营线的中间阶段,是安全风险最高的阶段。以雅万高铁工程线为例,从人员、机械、管理等方面,深入剖析现场存在的安全隐患,提出加强工程线施工安全管理与控制的措施,主要包括建立工程线管理体系、完善计划管理流程、严格现场防护、加强机械管理、对全员进行工程线安全培训等。在复杂的政治环境、恶劣的自然条件、严峻的工期要求下,探索出适用于海外高铁工程线施工安全管控的经验,可为“一带一路”铁路建设提供参考。 The construction of high speed railway engineering line is a change from offline to online construction mode,which is in the intermediate stage between the new line and the operating line and has the highest safety risk.Taking the Jakarta-Bandung HSR as an example,this paper deeply analyzes the potential safety hazards existing on site from personnel,machinery and management,and puts forward measures to strengthen the construction safety management and control,mainly including establishing a line management system,improving the plan management process,strictly protecting the site,strengthening mechanical management,and carrying out safety training for all staff.Under the complex political environment,harsh natural conditions and strict construction period requirements,this paper explores experience suitable for safety management and control of overseas high speed railway construction to provide a reference for the“Belt and Road”railway construction.
