摘要
基于省级“十四五”中医药发展规划中的文化政策,在政策文本数据挖掘的基础上,建立中医药文化政策TDM-PMC指数模型,对我国多个省份“十四五”中医药文化政策进行内容分析与量化评价,总结探讨我国中医药文化政策的不足之处并提出优化策略,为推动中医药文化建设提供参考。研究发现,我国中医药文化政策省域发展失调,政策内部结构均衡性不足;中医药文化发展的经济支撑有待加强,人才培育有待完善;中医药文化发展目标清晰度不高,政策干预强度不足。需要提高各省份中医药文化政策水平,补齐中医药文化政策短板;加大中医药文化发展的经济支撑力度,完善中医药文化科普人才培育;提升中医药文化政策内容清晰度,细化中医药文化发展目标。
Based on the cultural policies in the "14th Five-Year" development plan of traditional Chinese medicine in various provinces,and on the basis of policy text data mining,the TDM-PMC index model of traditional Chinese medicine cultural policy was established to analyze and quantitatively evaluate the content of traditional Chinese medicine cultural policies in various provinces in China during the "14th Five-Year" period.The shortcomings of China's traditional Chinese medicine culture policy were summarized and discussed,and optimization strategies were put forward to provide guidance and reference for promoting the construction of traditional Chinese medicine culture.The results show that the provincial development of Chinese medicine culture policy is unbalanced,and the internal structure of the policy is unbalanced.The cultural and economic support of traditional Chinese medicine needs to be strengthened,and the cultivation of talents needs to be improved.The clarity of the development goals of traditional Chinese medicine culture is not high,and the intensity of policy intervention is insufficient.It is necessary to improve the level of traditional Chinese medicine culture policy in various provinces and make up for the shortcomings of traditional Chinese medicine culture policy;increase the support of traditional Chinese medicine culture and economy,and improve the cultivation of popular science talents in traditional Chinese medicine culture and education;improve the clarity of Chinese medicine culture policy content and refine the development goals of Chinese medicine culture.
