资源性小微枢纽:“五社联动”中的社区基金被引量：3

摘要社区基金作为社区慈善资源的重要表现形式,是“五社联动”补充性资源要素的有益选择。从“资源互赖”的理论视角出发,社区基金与社区、社会组织、社会工作者、社区志愿者之间的良性互动,会助力其实现社区慈善募捐平台、社区慈善活动和项目资助平台、社区社会组织培育和支持平台、社区公共事务议事平台、社区慈善文化建设平台等治理功能。在当前“五社联动”的现实场域中,社区基金的发展存在创新乏力、活力不足、角色不清、居民缺场、制度悬浮等瓶颈。作为资源性小微枢纽,社区基金应当加强与社区治理中其他主体之间的双向赋能。即坚持党建引领、有效培育社区社会组织、发挥社会工作者牵头作用、广泛动员社区志愿者、加强自身规范化建设,实现对于社区基金的价值赋能、组织赋能、专业赋能、网络赋能、制度赋能。 As an important manifestation of community charitable resources,community funds have become a beneficial choice for supplementary resource elements of“the five social organizations collaboration”.From the theoretical perspective of resource interdependence,the positive interaction with communities,social organizations,social workers,and community volunteers helps community funds achieve governance functions such as community charity fundraising platforms,community charity activities and project funding platforms,community social organization cultivation and support platforms,community public affairs discussion platforms,and community charity cultural construction platforms.In the current reality of“the five social organizations collaboration”,there are bottlenecks in the development of community funds,such as weak innovation,insufficient vitality,unclear roles,a lack of participation by residents,and institutional suspension.As a small and micro-resource hub,community funds should strengthen two-way empowerment with other governance entities in community governance.By adhering to the leadership of party building,cultivating community social organizations effectively,leveraging the leading role of social workers,mobilizing community volunteers widely,and strengthening self-standardization construction,community funds can achieve value empowerment,organizational empowerment,professional empowerment,network empowerment,and institutional empowerment.
