摘要
实践中,并非所有社会组织的行为都对社会治理产生积极作用,有的甚至相反。研究发现,社会组织参与社会治理的行为有四类,其中只有价值与情感驱动的合作行为才对社会治理产生明确的积极作用,利益驱动的合作行为则在有效监督下才能发挥积极作用,而其他两种抗争类行为则可能产生消极阻碍的影响。不同行为类型在一定条件下可互相转化。建议现有制度按照社会组织的行为类型做分类管理,视具体情形采用支持、监管、控制和转化等政策手段,逐步建立优胜劣汰的选择机制。
Not all social organizations have a positive effect on social governance,and some even the opposite.The study found that there are four types of behaviors that social organizations participate in social governance.Among them,only value-and emotional-driven cooperative behaviors have a clear and positive effect on social governance,and interest-driven cooperative behaviors can play an active role under effective supervision.The two types of resistance behaviors have negative hindrance.Different behavior types can be transformed into each other under certain conditions.It is recommended that the existing system should be classified and managed according to the type of behavior of social organizations,and policy measures such as support,supervision,control,and transformation should be adopted according to the specific categories,so as to gradually establish a selection mechanism for the survival of the fittest.
