摘要
投资是影响就业高质量发展的重要因素之一。在当前经济增速下行所引致的就业紧张形势下,研究政府投资、民间投资的就业效应具有重要的理论和实践价值。基于2004-2017年我国30个省份面板数据的实证分析,发现政府投资能够显著促进我国就业增长且存在正向空间溢出效应,民间投资的就业效应则呈“倒U型”,其空间溢出效果表现为先“扩散”后“虹吸”。进一步研究发现:政府投资对民间投资的就业效应具有良好的挤入效应,政府与民间投资的就业效应存在经济区位和劳动力技能水平上的异质性影响作用。这一研究的政策启示在于:一是发挥投资对就业增长的驱动作用,二是加强地方政府间投资合作,三是合理引导民间投资,四是进一步优化社会投资结构。
Investment is one of the important factors affecting the high-quality development of employment.In the current employment tension situation,studying the employment effects of government investment and private investment has theoretical and practical value.Based on the empirical analysis of panel data of 30 provinces in China from 2004 to 2017,it is found that government investment can promote employment growth in China.The employment effect of private investment is“inverted U-shaped”,and its spatial spillover effect is shown as diffusion first and then siphon.The employment effect of government and private investment is influenced by heterogeneity in economic location and labor skill level.The policy implications of study lie in:first,giving full play to the role of investment as a driver of employment growth;second,strengthening investment cooperation among local governments;third,rationally guiding private investment;and fourth,further optimizing the structure of social investment.
