摘要
以新冠疫情为典型的重大突发公共卫生事件给教育系统带来冲击,凸显学校体育开展应急治理反思及建设推进机制的紧迫性。运用文献资料法、逻辑分析法,对重大突发公共卫生事件下学校体育应急治理的内涵、价值与机制进行了研究。在阐释学校体育应急治理内涵的基础上,提出基于应对重大突发公共卫生事件的学校体育应急治理多重价值:提升紧急状态下学生应急素养,保障学生体育锻炼与身心健康;减少重大突发公共卫生事件社会冲击,降低风险社会治理成本;健全国家防范化解重大风险体制机制,助力国家治理效能提升。以及提出实践机制:凝聚多元力量,构建多元主体协同参与共治机制;优化资源支持,健全在线体育教学质量保障机制;强化继续教育,打造体育教师信息素养提升机制;促进教学改革,建立应急体育课程教学长效机制。
The typical major public health emergency with the COVID-19 pandemic has impacted the education system,highlighting the urgency of reflecting on the emergency management of school sports and building a promotion mechanism.This paper studies the connotation,value and mechanism of school sports emergency management under major public health emergencies by using literature and logical analysis.On the basis of explaining the connotation of emergency management of school sports,the paper puts forward the value of emergency management of school sports based on responding to major emergencies:improving students’emergency literacy under emergency state,ensuring students’physical exercise and physical and mental health;reducing social vulnerability in the course of a major outbreak,and reducing the cost of risk social governance;improving the national system and mechanism for preventing and defusing major risks,contributing to the multiple values of improving the effectiveness of national governance.The promotion mechanism:gathering diverse forces,building a mechanism of collaborative participation and co-governance of multiple subjects;optimizing the resource support,improving the online physical education quality guarantee mechanism;strengthening continuing education,building a mechanism for improving P.E.teachers’information literacy;promoting teaching reform,developing a long-term mechanism for emergency physical education curriculum teaching.
