“放管服”改革视阈下地方政府优化营商环境的探索──以淄博烧烤现象为例 被引量:2

Exploration of Optimizing the Business Environment of Local Governments Under the Threshold of the Reform of“Deregulation Service”──Take the Barbecue Phenomenon in Zibo as an Example

摘要 以淄博烧烤现象为例,揭示“放管服”改革在地方政府层面的实效性与可操作性,探讨“放管服”改革与营商环境内在机理,发现淄博市政府采取的改革措施在规范行业、提升法治化营商环境和优化公共服务体系方面取得显著成效。提出赋权市场主体、拓展市场潜能、深化一站式服务等对其他城市营商环境优化的启示,为进一步深化“放管服”改革提供理论指导和实践参考。 Taking the barbecue phenomenon in Zibo as an example,this paper reveals the effectiveness and operability of the“deregulation service”reform at the local government level,discusses the reform of“deregulation service”and the inherent mechanism of the business environment,and finds that the reform measures taken by the Zibo Municipal Government have achieved remarkable results in regulating the industry,enhancing the rule of law business environment,and optimizing the public service system.It puts forward the inspiration for the optimization of the business environment in other cities such as empowering market entities,expanding market potential,and deepening one-stop services,and provides theoretical guidance and practical reference for further deepening the reform of“deregulation services”.
