摘要
本文基于2006—2019年地级市政府工作报告数据,考察了环境信息公开对地方政府环境保护和经济增长的目标权衡的影响特征。研究发现,环境信息公开可以提高社会环保关注度,使地方政府在环境保护目标与经济增长目标之间存在权衡替代关系,并且可以加大政府间环境保护目标的横向竞争和纵向加码竞争,从而降低地方政府的财政收入和固定资产投资的增长目标,而地方政府加大环境保护力度,有利于地区实际经济增长。
Based on the data from the work report of prefecture-level governments from 2006 to 2019,this paper investigates the impact of environmental information disclosure on the target tradeoff between environmental protection and economic growth.The results show that environmental information disclosure enhances social environmental awareness and creates a tradeoff between environmental protection goals and economic growth goals of local governments.It promotes the horizontal and vertical competition of environmental protection objectives among governments,and reduces the goal of fiscal revenue growth and fixed asset investment growth.Increasing environmental protection efforts by local governments is beneficial for local actual economic growth.
