摘要
拜登政府上台以来,积极推进建立美日菲安全合作模式,雏形已开始显现。美国为此呈现出极强领导力,促使盟友为其“印太战略”提供更多帮助。日本寻求在配合中发展战略自主能力,菲律宾则试图在迎合中增强维护国家安全的硬实力。美日菲各界对此反应不一。美日菲安全合作会增强遏制能力,威胁中国安全利益。日菲深度嵌入美国“印太战略”,可能丧失更多战略自主性。美国可能裹挟更多地区国家参与,促使地区格局严重扭曲,而地区热点问题引发局势持续紧张,将影响地区一体化进程。中国既要保持和相关国家的战略沟通与合作,为维护地区安全和稳定做出贡献,也要坚持原则立场和底线思维,避免国家安全利益受到损害。
Since the Biden administration took office,it has actively been promoting to establish a US-Japan-Philippines security cooperation model,and the prototype has already emerged.To this end,the United States has demonstrated strong leadership and urged some of its allies to provide more assistance for the success of its Indo-Pacific strategy.Japan seeks to develop strategic autonomy through cooperation.The new Philippine government attempts to strengthen its hard power in maintaining national security by catering.Reactions from various sectors in the United States,Japan,and the Philippines are mixed.US-Japan-Philippines security cooperation will enhance their containing capabilities and threaten China's security interests.Japan and the Philippines may lose more strategic autonomy if they become more deeply embedded in the US Indo-Pacific strategy.The United States may coerce more regional countries to take its side,causing serious distortion of the regional architecture.Regional flashpoints have led to sustained tension and affected the process of regional integration.In this regard,it's imperative for China not only to maintain strategic communication and cooperation with these countries and make due contribution to maintaining regional security and stability,but also to adhere to its principles and bottom-line thinking,avoiding harms to its national security interests.
