摘要
文章运用因子分析对2020年30个省份的养老服务政策进行研究,通过提取资金支持、健康服务、规制引导、市场供给、学习借鉴与安全治理六个主因子,分析我国养老服务的政策导向,并基于因子得分对30个省份展开聚类分析。研究结果显示:我国养老服务政策凸显高质量发展导向,注重供给型与环境型政策工具,但需求型政策工具较少;省际之间的养老服务政策重点存在显著差异,体现出来的地区间养老服务体系特色分明。因此,考虑到地区差异化与全国均衡化,提出应协调政策工具内容发挥地区养老服务优势和统筹政策工具类型促进全国养老服务高效均衡发展。
The article applies factor analysis to study the elderly care service policies of 30 provinces in 2020.By extracting six main factors including financial support,health services,regulatory guidance,market supply,learning and reference,and safety governance,it analyzes the policy orientation of elderly care services in China.In addition,on the basis of factor scores,cluster analysis is conducted on the 30 provinces.The research results show that China's elderly care service policies emphasize high-quality development,focusing on supply-oriented and environment-oriented policy tools,while demand-oriented policy tools are relatively scarce.Significant differences are found in the focus of elderly care service policies among provinces,demonstrating distinct characteristics of elderly service systems across regions.Therefore,considering regional differentiation and national balance,it is proposed that the content of policy tools should be coordinated in order to leverage regional advantages in elderly care services,and promote efficient and balanced development of elderly care services nationwide.
