National Big Data Comprehensive Pilot Zone and Enterprise Green Technology Innovation

摘要基于沪深两市A股上市企业2007—2021年的数据集,检验国家级大数据综合试验区设立对企业绿色技术创新的影响、机制和重要条件。实证检验发现,国家级大数据综合试验区设立对企业绿色技术创新具有显著驱动力;异质性检验发现,国家级大数据综合试验区对于战略性新兴企业、重污染企业以及东部地区企业的绿色技术创新活动具有更加显著的促进作用;机制检验发现,国家级大数据综合试验区能有效提升企业的信息处理能力、拓展企业资源边界并提升企业的主动风险承担性。此外,标的企业之外其他企业的绿色技术创新活动,具有显著溢出特征,进一步促进企业绿色技术创新水平提升。本文为理解中国政府前沿数字基础设施建设政策的效果、机制和发挥作用的条件提供了丰富的经验证据支持,为完善体制机制改革提供了有益参考。 Based on a dataset of A-share listed enterprises in Shanghai and Shenzhen markets from 2007 to 2021,this paper examines the impact, mechanism and important conditions of the establishment of national big data comprehensive pilot zones on enterprises' green technology innovation.The empirical test finds that the establishment of national big data comprehensive pilot zones has a significant driving force on enterprises' green technology innovation;the heterogeneity test finds that national big data comprehensive pilot zones have a more significant promoting effect on the green technology innovation activities among strategic emerging enterprises, heavily polluting enterprises and enterprises in the eastern region.The mechanism test finds that national big data pilot zones can effectively improve enterprises' information processing capabilities, expand their resource boundaries, and enhance their risk-taking initatives.In particular, the green technology innovation activities of enterprises other than the subject enterprises have significant spillover characteristics, thus promoting the green technology innovation level of enterprises to a greater extent.This paper provides a empirical evidence to support the understanding of the effects, mechanisms and conditions of the Chinese government's frontier digital infrastructure policy, and provides valuable references for improving institutional reforms.
