Research on the Measurement, Spatial and Temporal Characteristics, and Obstacle Factors of Local Government Governance Capacity in the Yangtze River Delta Region

摘要构建包含协同治理能力、资源治理能力和工具治理能力三个维度的地方政府治理能力测度体系,分析2011—2021年长三角16个核心城市政府治理能力的时空演变特征及障碍因子。结果表明:(1)长三角地方政府治理能力整体处于较低水平且呈现结构不均衡的发展态势,其中资源治理能力是推动地方政府治理发展的主体,工具治理能力呈缓慢上升迹象,但协同治理能力不足仍是突出短板。(2)长三角地方政府治理能力呈现“核心突出、局部连片”的空间分布特征,其中,2014年和2017年存在显著的空间正相关性,但2021年后,地方政府治理能力出现区域极化效应,空间相关性走弱。(3)地方政府间协同合作程度低、外资企业参与度不高、地方财政收支能力不足以及地方官员能力素质偏弱是当前制约长三角地方政府治理能力发展的关键障碍因子。 Constructing a local government governance capacity measurement system from three aspects of collaborative governance capacity,resource governance capacity and tool governance capacity to analyze the spatial-temporal evolution characteristics and obstacle factors of the government governance capacity of the core cities in the Yangtze River Delta from 2011 to 2021 leads to discoveries as follows:①Overall local government governance capacity of the Yangtze River Delta is at a low level,a structurally imbalance predicable in the long run,in which the resource governance capacity constitutes the main body driving the development of local governance,and the tool governance capacity also shows signs of slow increase,but the lack of collaborative governance capacity is the prominent defect.②The governance capacity of local governments in the Yangtze River Delta presents a spatial distribution characteristic of“core prominence,local contiguousness”,in which can be found a significant positive spatial correlation in 2014 and 2017,but after 2021,there is a regional polarization effect of the governance capacity of local governments,and the spatial correlation is being weakened.③Synergistic cooperation among local governments low,participation of foreign-funded enterprises scarce,fiscal revenue&expenditure insufficient,competence of local officials poor,these are the current key obstacles restricting the development of local governance capacity in the Yangtze River Delta.
