摘要
“十四五”时期正处于两个一百年交汇的历史转折期、百年未有之大变局的持续深化期和新一轮科技革命的深刻变革期,高质量发展已成为我国图书馆事业发展的主题词。文章梳理了我国图书馆高质量发展概况,系统阐释时代赋予的高质量发展使命,解读、思考图书馆行业在新形势下高质量发展的内涵、构成要素及要求,提出图书馆高质量发展的战略定位:强化内涵式发展,构建“四位一体”发展格局,推进图书馆转型发展,助力文化强国建设,助推现代文化产业体系建设。结合理论与实践,对“十四五”时期我国图书馆的高质量发展进行科学思考,提出实现路径:供给高质量资源与服务,用技术赋能图书馆高质量发展,打造图书馆高质量发展创新链,推进智慧图书馆建设。
China's library industry is at the historical turning point of the intersection of two centuries,the continuous deepening of the unprecedented changes of the century and the profound changes of the new round of scientific and technological revolution.High-quality development has become the theme of the development of China's librarianship.This paper combs the general situation of high-quality development of libraries in China,systematically explains the mission of high-quality development given by the times,interprets and thinks about the connotation,elements and requirements of high-quality development of the library industry under the new situation,and puts forward the strategic positioning of high-quality development of libraries:strengthening connotative development,building a four-in-one development pattern,promoting the transformation and development of libraries,helping the construction of cultural power,and promoting the construction of modern cultural industry system.Combining theory with practice,this paper makes a scientific thinking on the high-quality development of libraries in China during the 14th five-year plan period,and puts forward the realization path:providing high-quality resources and services,enabling high-quality development of libraries with technology,building an innovation chain of high-quality development of libraries,and promoting the construction of smart libraries.
