摘要
党的十九届五中全会提出,发展农业社会化服务是实现小农户和现代农业有机衔接的基本途径和主要机制。当前,代耕代种、全程托管等农机社会化服务已经成为农业社会化服务的重要内容,在推进农业机械化、发展现代农业等方面发挥重要作用。本文从内涵、内在逻辑、重大需求、现实障碍等方面对农机社会化服务进行系统梳理,分析农机社会化服务如何能够实现“服务好”“带动好”小农户,并提出相应对策建议。
The Fifth Plenary Session of the 19th CPC Central Committee proposed that the development of socialized agricultural services is the basic way and the main mechanism to realize the organic linkage between smallholder farmers and modern agriculture.At present,the substitution of cultivation and planting,the whole trusteeship and other agricultural machinery socialization services have become an important element of agricultural socialization services,in promoting agricultural mechanization,the development of modern agriculture and other aspects play an important role.In this paper,we systematize the socialized services of agricultural machinery from several aspects,such as connotation,internal logic,major needs and realistic obstacles,analyze how the socialized services of agricultural machinery can achieve “service” and “promote” smallholder farmers well,and put forward relevant policy recommendations.
